The Center assists countries in the development or enhancement of quality assurance systems for post-secondary education (including higher education and occupational/vocational training) through work with Ministries, National Quality Assurance Bodies and Institutions. Its staff provides assistance at various stages: design (including drafting legislation or developing national policy); strategic planning at an institutional or systemic level for quality assurance; implementation (including national or institutional training programs) and evaluation (including the external international review of national systems and individual institutions).
Since its founding in 1991, The Center has worked in-country with at least two-thirds of the countries with national quality assurance systems and many others in its offices in metropolitan Washington, D.C. The global list below is representational of the countries and regions in which activities have taken place. The Center works through various Ministries related to Higher Education, Vocational/Occupational Training, Labor and Health.
Dr. Marjorie Peace Lenn, President of The Center, was asked by the World Bank to re-envision effective capacity building among national quality assurance systems in East Asia and the Pacific. This resulted in the 2004 World Bank publication Strengthening Quality Assurance and Accreditation in East Asia and the Pacific which promotes the regionalization of networks of quality assurance agencies. This publication became the basis for a new category of development grants by the World Bank, beginning with the emerging Asia Pacific Quality Network and followed by the new regional networks for Latin America, Africa and the Arab States. The Center administered the first of these development grants and the global grant program is now administered by UNESCO (the United Nations Educational, Scientific and Cultural Organization with headquarters in Paris).
